Job Title: Program Analyst, International Climate Affairs (气候变化国际事务分析师)

Location: Beijing, CN

Reports To: Chief of Staff

Duration: 3 years, with possible extension



SUMMARY



The Program Analyst, International Climate Affairs is responsible to support President and/or Chief of Staff on international energy and climate change affairs and relevant works at EF China, mainly focusing on research and synthesis, integrated strategy development and implementation, funder communications and coordination, partners and grants management. 



ESSENTIAL DUTIES & RESPONSIBILITIES

Research and Synthesis

• Conduct researches and synthesize inputs from local and international experts to prepare deliverables for CCICED SPS on global climate governance, including thematic research report, policy notes, policy recommendations, and others;

• Provide research supports to EF China’s programs and taskforces on international energy and climate governance; 

• Conduct timely research to track the trend of the international energy and climate governance, and develop high-level policy notes for stakeholders; 

• Prepare backgrounders by research to support various dialogues on energy and climate governance, and summarize insight on various dialogues;

• Write speeches, presentations and talking points for the President and key VIPs; 

• Prepare reporting materials, such as the regular updates, reports and work plan to the board and funders;

• Prepare inputs through research to support the President for contributing to ICP Hub, and lead the communication with ICP Hub on behalf of the President upon request;

• Develop communications materials related to international energy and climate affairs, including press releases, opinion pieces, blogs and we-chat articles, and etc.



Integrated Strategy Development and Implementation

• Assist to formulate integrated strategies on international energy and climate affairs for EF China, support to review and refresh strategies on a regular basis according to the field trend; 

• Coordinate with all programs to implement EF China’s international energy and climate affairs strategies; 

• Share knowledge on international climate affairs with other programs, channeling the sectorial and local work to the international domain, and provide support on the related activities;

• Work closely with Communications team to effectively communicate the international climate affairs related messages to various stakeholders, especially western audience.



Funder Communications and Coordination

• Develop regular reports to update funders on progress in related grants and activities and actively seek feedback;

• Assist to cultivate existing funders and new funders by proactively communicating strategies through concept notes and proposals, aiming to reach agreements in mutually beneficial ways;

• Engage funders and potential funders with materials to support engagement such as newsletters, policy analysis, partner updates and invitations to conferences/workshops and study tours



Partners and Grants Management

• Develop, design and organize various dialogues to facilitate communications among stakeholders, through meetings, workshops and conferences;

• Support to design project plans with grantees/partners to assure project goals and deliverables are in line with EF China goals and strategies;

• Partially handle grant making process, monitor project progress to ensure desirable deliverables and outcomes..



Others 

• Undertake additional tasks and responsibilities as assigned by the President and Chief of Staff;

• Back up other colleagues as needed.

 REQUIRED KNOWLEDGE, SKILLS & ABILITIES

• Education: Master’s degree or equivalent, preferably in a related field: international affairs, public policies, diplomacy, international cooperation in environment, energy, climate change, and economics; Deep interest in climate change and energy. 

• Working Experience: About 5 years of related working experience; Experiences in global climate/energy governance and climate change preferred.

• Language Level: excellent command of spoken and written English, communicates in English effectively in public, with deep understandings on western cultures.

• Writing Skills: able to write high-level policy note in English.

• Strategic Thinking: an independent thinker with integrated view, able to understand the different areas of climate/energy related issues and the field landscape, and anticipate the future scenarios with big-picture thinking, be able to prioritize and make trade offs based on possible resources.

• Communication: communicates logically and articulates key messages/points with clear structure, listens actively, is able to sense and take care of audience’s emotion and unspoken views, synthesizes different views to develop integrated messages.

• Problem Solving: ability to define and prioritize the key issues when facing complex situations, make analysis with logical reasoning, propose possible solutions and resolve some complicated issues independently. 

• Networking: ability to initiate partnership, cultivate networks and deepen the relationships with key stakeholders to effectively leverage resources.

By the end of 2016, Energy Foundation China had funded 2,600 projects operated by 670 grantees in China.
