IT Business Analyst

ACTIVITIES:

1. OA management: Improve office automatization development in the company, improve business work flow standard, provide database for business analysis. This is consists of:

 - Push OA system project development in the company. 

 - Collect, analyze needs from different business departments (TLC, TTM, GEL, TCI, TPS, etc.). 

 - Administering defined procedures, analysis and report preparation, and exception processing. Provide OA resolution plan and make work flow integration at Group level.

 - Provide support for business key user report analysis. Training and guidelines for end users.

 - Monitor all work flows status, support business key users to maintain applications.

 - Manage OA system platform to work smoothly.

 

2. Projects Management: Ensure the projects are managed to successful completion, within agreed costs and time-scales, with the proper methodology, standards.

 - Autonomous handling/management of the assigned projects.

 - Management of the time, scope, cost, risk and resource during whole projects lifecycle.



3. Data management: Design and maintain the data dictionary, provide consultant service of the most optimized data resource selection logic to Business Part.



4. Budget and Cost control: Propose the local IS budget, ensuring optimum utilization of resources whilst maintaining cost effective services. Ensure all IS related costs for the affiliate are captured in the IS budget. Closely control the local costs: produce relevant and regular financial information to management. Propose appropriate analyses and actions to optimize the local IS costs.



5. Procurement: procure hardware and software licensed through the Group or MS contracts. Procure all IT related consumables, ensuring close follow-up on cost control and minimal spare stock requirements.



6. Other responsibility:

 - Vision support: apply Vision support procedures as defined by MSAP, in close cooperation with overall support structure. 

 - Security: apply security guidelines defined by the Group/MS. Ensure security awareness of all users within the local site. 

 - Telecom: optimize telecom service sourcing in close cooperation with MSAP IS and Purchasing teams (mobile, voice, local internet Service Provider).

 - IT assets management





QUALIFICATIONS:

- Bachelor degree in IT field(or equivalent) or above is required.

- 5 years related working experiences including 2 years' experience of OA project survey.

- Be familiar with the network infrastructure

- 2 years project management experience

- Familiar with the internal working procedure optimizing and sequencing. Detail oriented and methodical, good analytical skills.

- Experience with key business systems used across the enterprise (SAP/OA-preferred). Experience with master data in an ERP context. Deep knowledge of source system and processes relative to at least one master data file. 

- The holder of the position is on a daily and direct contract with the end users of his affiliate. Good communication skills are required as well as an advanced sense of customer service.

- The jobholder must have a sense of responsibility and be rigorous to work under strict SLA within predefined process.

- Cross function support for business requirement. 

- Proficient in both English and Chinese.
